IEEE, the world’s largest technical professional society, and a not-for-profit organization, will now publish the IBM Journal of Research and Development. Is this news cause for concern or celebration?  It’s not clear whether the IBM journal will adopt IEEE’s policy on author self-archiving. IEEE generously allows authors to post the publisher’s version/PDF on the author’s or employer’s web site, including in the author’s institutional repository. Beginning in the first quarter of 2010, all papers ever published in the IBM journals will be available exclusively in the IEEE Xplore digital library.
